HR Strategy Target Groups

HR Strategy is not a document, which should be confidential. The HR Strategy is prepared for several target groups as the HR Strategy is a good basis for the communication of Human Resources towards employees, managers and top management of the organization.

The HR Managers have to prepare the HR Strategy and they have to provide a proper explanation story of the HR Strategy as the target groups can transfer the HR Strategy presentation into their own departments, units and lives. Human Resources can support this effort, but it is the job of the target groups and the success of the HR Strategy depends on their understanding.

The main target groups of the HR Strategy are:

  • Top Management
  • Management
  • HR Employees
  • Employees

The top management is the most important target group for the approval. As the top management is responsible for the overall costs of the organization, it has to approve the HR Strategy as it can bring additional costs to the organization. The top management has to support the HR Strategy as the implementation can bring local issues and they have to support a constructive solution.

The managers are the main users of the HR Strategy. They have to know the plans of Human Resources and they have to adapt their daily managerial job to the new reality brought by the new HR Strategy. The employees can ask them about the plans of Human Resources and they should be able to answer their questions. When the managers understand the HR Strategy, they can easily accept it and they can help Human Resources to build a better organization.

The HR Employees use the HR Strategy as the navigational tool for setting their own objectives and goals. As they implement the HR Strategy, they have to understand to it. Also, as the HR Employees participate during the development of the HR Strategy, they should find their ideas in the final HR Strategy presentation as they can feel valued by their own HR Managers.

Finally, the employees of the organization are a very important target group of the HR Strategy as the strategy changes their business lives. The HR Employees should be always able to discuss the main topics from the HR Strategy with them.
