HR Processes and HR Organizational Structure
The HR Processes should define the HR Organizational Structure. Many times, the HR Managers do it other way around. They define the HR Organizational Structure, which is then filled by the HR Processes. Then the process of building of the functioning and efficient HR Organizational Structure can be really painful and long process.
The HR Managers have to design the HR Organizational Structure around the HR Processes and they have to carefully select the HR Processes to be managed by the single HR Managers as the roles and responsibilities are well balanced.
The best process to design the HR Organizational Structure:
- The processes should be organized within one HR Department, when it is possible. The interconnection usually generate the loss of the information and other issues and the HR Processes should be kept at one place.
- The HR Processes with the similar inputs and outputs should be within one department as the HR Manager can push to use a single source of information.
- The HR Processes should be divided into two groups - the basic HR Processes and value added HR Processes. The basic HR Processes should be organized in one or two units as the other HR Departments can use their outputs and they push the right inputs for them. Many times, the HR Employees are organized chaotically, which produces a lot of mistakes in HR Data.
- Just one HR Department should be allowed to enter the data into the HR Information System. The others should be clear users of the data about employees and the modifications should be sent as requests.
- The workload should be balanced in all the units and their peak seasons should not be at the same time as the HR Departments can help each other when needed.
The HR Organizational Structure should not be the result of one morning meeting, it needs a lot of the preparation work and the HR Managers have to a clear vision of the role and responsibilities of their HR Departments and the HR employees should understand, how their HR Processes will be connected together.
